Meters with Change of In / Out of Service
This analysis rule indicates the mass/volume measurement elements that have changed service status from in-service (IS) to out-of-service (OS) or from OS to IS, or have remained out-of-service (OS) between this Case and the previous case. It is a notable occurrence when an Element representing a meter changes in or out of service. This can indicate the following:
- A repaired device
- A new device
- A change in operations

Analysis Method
- Collect a list of all meter elements of the Model for the current Case and from the previous case.
- For each meter element, determine if there has been a change in in-service status by checking the Attribute for the strings IS and OS in the previous Case and the current case.
- Write to the log section of the case. Report the list of offending meters, ordered by name and cause of violation. The name of the flow the meter is attached to and its source and destination is also reported.
Configuration Using the Wizard
The configuration of the Meters with Change of Service is a selection of the General Gross Error Analysis Rule. You open the window for configuring the test (shown in the following figure) from the General Gross Error Analysis Rule Wizard.
Open the Gross Error Configuration window as described in Configuring - General Gross Error Analysis Rule.
On the Liquid/Gas Meters tab, select Meters with change of in/out of service.
A Meters with change of in/out of service - Attributes window opens.
Select the Attributes that represents the IS state. The following table provides a description.
Attributes
Selections Description Status Meter in/out of service status. This defaults to 'ObjectStatus'. Click OK to finish the configuration.
The text "CONFIGURED" displays next to the 'Meters with change of in/out of service' selection.
